From prototype to production, the problem set changes
There is a useful distinction making the rounds in the engineering community right now. Building an agentic AI system is a harness problem. Productionising it is a runtime problem. The two are not the same, and confusing them is expensive.
The harness problem is what most organisations focus on: prompt design, model selection, tool integration, output formatting. It is the work of getting an agent to do something useful in a controlled environment. The runtime problem is what happens when that agent runs continuously, across real enterprise data, on behalf of real users, in a regulated industry. It involves multi-tenant isolation, memory management, observability, retry logic, audit trails, and improvement loops.
The engineering community has started to work through these runtime concerns seriously. What it has not yet done, in most organisations, is recognise that every one of those concerns is also a governance question. That gap is where risk accumulates.
The enforcement layer is where policy either lands or doesn’t
Most enterprise AI governance programmes produce documents: policies, risk registers, acceptable use frameworks. These are necessary but not sufficient. A policy that does not reach into the deployment pipeline is a statement of intent, not a control.
The enforcement layer is the set of runtime mechanisms that determine what an agent actually does, as distinct from what it is supposed to do. It includes the technical controls that implement policy decisions: which agent can access which data context, under what conditions an agent can modify its own behaviour, what gets logged, what triggers a human review, and what constitutes an authorised task scope.
A governance framework that stops at the pipeline boundary is a policy document, not a control.
In a traditional software context, these questions have clear owners. Change management governs what can be modified and by whom. Access control governs who can reach what data. Audit logging governs what is recorded for accountability. In agentic AI deployments, the same questions arise, but the answers are often embedded in engineering decisions made without governance input. The result is that policy is being made by default, at the infrastructure layer, by people whose job is to ship working software, not manage institutional risk.
Three runtime concerns that are governance decisions in disguise
Consider three of the most common runtime engineering decisions and what each one actually encodes.
Multi-tenant isolation. When an agent operates across multiple business units or client contexts, the question of which context it can access at any given time is an access control decision. In most current deployments, this is resolved through configuration files or environment variables set by the engineering team. There is no policy trail. There is no review cycle. There is no owner accountable for the decision if something leaks across a boundary it should not have crossed.
Improvement loops. Some of the more sophisticated agent frameworks now in production include mechanisms for self-modification: the agent reflects on its performance, updates its own instructions or tooling, and commits those changes forward. This is a change management event. In a governed environment, changes to systems that touch sensitive data or execute consequential actions require review, authorisation, and an audit trail. Self-improving agents that operate without gated commit cycles are running change management on autopilot.
Observability. Logging that an agent executed 4,000 tool calls over a 12-hour continuous run tells you what happened at a mechanical level. It does not tell you who authorised the task scope, what constraints were in place at the start of the run, whether those constraints were respected, or what decision logic triggered each action branch. Accountability requires that second layer. Without it, you have a record, not an audit.
The APAC regulatory context is already ahead of most enterprise governance teams
Singapore’s regulatory environment is not waiting for this conversation to mature. The IMDA’s Agentic AI Framework explicitly recognises that agentic systems require governance at the execution layer, not only at the design or procurement stage. The MAS AI Risk and Governance framework similarly frames model risk management in terms of ongoing controls, not point-in-time assessments.
Regulated financial institutions in Singapore are already being asked questions about AI model risk that implicitly require runtime controls to answer. How do you demonstrate that your agent operated within its authorised scope? What evidence do you have that isolation controls functioned as intended across a multi-hour autonomous run? In an AIRG examination context, these are operational accountability questions, not theoretical ones, and the answers live in the runtime layer, not the policy document.
The governance voice needs to be in the room earlier
The practical implication is structural. The next time your engineering team makes a decision about agent memory architecture, retry logic, or observability tooling, that meeting needs a governance voice in the room. Not to slow down the build, but to ensure that the policy decisions being encoded in technical choices are made deliberately, with accountability, rather than by default.
Agentic AI is a current deployment reality for a growing number of APAC enterprises, not a future risk category to be managed later. The engineering community has correctly identified that the hard problems live at the runtime layer. The governance function needs to arrive at the same conclusion before the audit does.
