The MAS Technology Risk Management guidelines require that material workloads and data remain accessible to Singapore authorities. PDPA imposes specific obligations on cross-border personal data transfers. IMDA's AI governance frameworks increasingly address where AI systems are deployed, not just how they behave. And across ASEAN, governments are beginning to assert data localisation requirements that create real operational complexity for organisations running a shared AI stack across the region.

Deloitte's 2026 State of AI in the Enterprise report surveyed 3,235 senior leaders and found that 83% now view sovereign AI as at least moderately important to their strategic planning, and 77% factor an AI solution's country of origin into vendor selection. In Asia Pacific, sovereign AI pressure is higher than in other regions: 71% of APAC companies are already using physical AI to at least a limited degree, and the regulatory push toward local infrastructure is accelerating faster here than in the Americas.

The compliance gap most organisations have not examined

Most AI governance programmes were designed to address model behaviour: bias, accuracy, explainability, and the fairness of outputs. Sovereign AI compliance sits at a different layer. The question is not what the model does, but where it runs, what data it processes, who has access to that data, and whether the infrastructure hosting it satisfies the regulatory expectations of the jurisdictions where data subjects reside.

This creates specific gaps that conventional AI audits do not catch. An organisation may have a documented AI governance policy that satisfies an internal compliance team while simultaneously running a customer data pipeline through a large language model hosted in a US data centre, with no contractual mechanism for a Singapore regulator to audit the system. That is a PDPA and MAS TRM exposure. It is also increasingly a competitive disadvantage, as enterprise procurement teams in regulated industries now include data residency questions in vendor assessments as standard.

The organisations that address these gaps proactively are in a structurally better position: lower regulatory uncertainty, stronger customer trust, and the ability to participate in tenders and contracts that require documented sovereign AI compliance.

What the programme covers

The engagement begins with a complete inventory of your AI systems, with each system classified by the jurisdiction where it is hosted, the category of data it processes, and the regulatory frameworks that apply to that data. This inventory is the foundation for everything that follows.

From there, the programme conducts a structured gap assessment across three dimensions.

Data residency compliance.
